EUR1 Movement Certificates


An EUR1 document can help your buyer in some countries import your goods more cheaply under preference. Preference means that your buyer may pay a lower or nil rate of import duty on your goods.


All exporters completing EUR1 documents must have read a copy of the HM Revenue & Customs Notices 827, 828 and 829, which can be downloaded free of charge from HM Revenue & Customs, or by calling their National Advice Service 0845 010 9000 for a printed version.


The preference-giving countries are:

  • The countries of the European Free Trade Association (EFTA), that is, Iceland, Norway and Liechtenstein (covered by the EEA - European Economic Area) and Switzerland
  • The Central and Eastern European Countries (CEECs) of Bulgaria and Romania
  • Faroe Islands
  • Israel
  • Ceuta and Melilla
  • “Mashraq group” - Egypt, Jordan, Lebanon, Syria and “Maghreb group” - Algeria, Morocco and Tunisia
  • Some of the African, Caribbean and Pacific States (ACP), and Overseas Countries and Territories (OCT) details of which may be obtained from the Department of Trade and Industry. A full list of these countries can be found in Volume 1 Part 7 of the Tariff
  • Mexico
  • West Bank and Gaza; and
  • South Africa
  • Former Yugoslav Republic of Macedonia (FYROM)
  • Croatia
  • Chile

Donor Country content only

  • The Balkans (Federal Republic of Yugoslavia (Serbia and Montenegro, including Kosovo), Bosnia Herzegovina and Albania)
  • GSP (Generalised System of Preferences) Countries - see Notice 826 and 828 for further details.

You do not have to use these documents. Only use them when you can prove the goods are originating and you hold the required evidence.


Originating goods are either:

  • wholly produced in the EC; or
  • have been sufficiently processed in the EC to be classed as "originating". This means work done elsewhere in the EC can help meet the origin rules.

The origin rules for goods of all Tariff headings are set out in Notices 828 and 829. These may vary according to the Tariff heading and the country to which the goods are exported.
